India’s First Offshore Airport May Come Up Near Mumbai: Here’s What We Know So Far

India could soon get its first offshore airport, a project that could reshape aviation in the Mumbai region. The Maharashtra government has taken the first step, with Chief Minister Devendra Fadnavis visiting the proposed site near Kore Beach in Palghar district and asking officials to prepare a detailed project report (DPR).

If built, the airport is expected to ease pressure on Mumbai’s existing airport and support a major transport and logistics hub in the Mumbai Metropolitan Region (MMR). It would also link with other mega infrastructure projects, including the upcoming Vadhavan Port, the Mumbai-Ahmedabad Bullet Train and the Uttan-Virar Sea Link.

What Is An Offshore Airport?

Unlike land-based airports, an offshore airport is built on reclaimed land or artificial islands in the sea. This model is often used where land is limited or population density is high, allowing cities to expand aviation infrastructure without using large stretches of land.

Several countries have already successfully adopted this model, including Japan’s Kansai International Airport, Hong Kong International Airport, and South Korea’s Incheon International Airport. If the project moves ahead, the Palghar airport will become India's first offshore airport.

Where Will The Airport Be Located?

The airport is expected to come up near Kore Beach in Maharashtra’s Palghar district, north of Mumbai.

The site was chosen for its proximity to several upcoming transport corridors. According to the state government, the airport is expected to connect with the Dedicated Freight Corridor (DFC), the Mumbai-Ahmedabad Bullet Train, the Mumbai-Vadodara Expressway, the Mumbai-Ahmedabad National Highway and the proposed Uttan-Virar Sea Link.

Chief Minister Devendra Fadnavis has also directed officials to study the possibility of extending the sea link directly to the airport, making travel easier for passengers and cargo movement.

Designed To Handle 9 Crore Passengers

Although the project is still at the planning stage, the proposed airport is expected to be one of India's largest aviation hubs. According to initial plans, it will:

  • Handle around nine crore passengers annually

  • Process nearly 30 lakh metric tonnes of cargo every year

  • Operate with two runways

  • Be integrated with the upcoming Vadhavan Port for seamless logistics and freight movement

The airport is also expected to reduce congestion at Mumbai Airport while supporting growing passenger demand over the coming decades.

Why Is The Airport Important?

With Vadhavan Port being developed nearby, the offshore airport is expected to strengthen cargo movement across western India. Better connectivity between the airport, port, highways and freight corridors could create a major logistics network linking Maharashtra with the rest of the country.

The state government also believes the project could become a major economic driver for Palghar and the surrounding regions by attracting businesses, industries and new investments.

Could It Change Palghar's Future?

Infrastructure experts believe the airport could change Palghar's development story.

According to Shravan Nawany, Director of Nawany Group, several government agencies have independently announced projects in the same region over the past two years. These include industrial land linked to Vadhavan Port, large-scale urban planning across Palghar and Raigad, and now the offshore airport proposal.

Taken together, these projects suggest that northern MMR is being planned as the next major growth corridor.

The upcoming Vadhavan Port alone is expected to generate nearly 10 lakh jobs across logistics, shipping and related industries. That could increase demand for housing, commercial spaces, retail developments and supporting infrastructure in nearby towns such as Vasai, Virar and Palghar.

What Happens Next?

For now, the offshore airport is still in the planning stage. The Maharashtra government has asked officials to prepare a detailed project report, and the project is being implemented under the supervision of the Maharashtra Airport Development Company (MADC). Once the DPR is completed, the proposal will require multiple environmental, defence, and maritime clearances before construction can begin. Authorities have stated they intend to start construction in 2026, with the goal of opening the airport in the early 2030s.
