Australia Introduces QR-Based Digital Passenger Cards To Speed Up Airport Arrivals

The final days of the iconic orange paper arrival card are here. Passengers arriving at Australia’s airports will now use the new Australia Travel Declaration System. This will allow travellers to complete their arrival declaration online before they land. This is a major step in modernising the country’s border processes, making its airports more efficient and futuristic.

This, however, is not the first time Australia has moved toward digitisation.  In 2016, the Seamless Traveller programme was also started, but it did not work well. Then, in 2022, the Digital Passenger Declaration app was launched but later abandoned, due to technical issues.

In October 2024, they tested the Australia Travel Declaration System through a pilot programme partnering with Qantas Airlines, the Australia Border Force, and other government departments. More than 450,000 passengers who arrived on eligible Qantas international flights into Sydney, Melbourne and Brisbane used the digital declaration instead of the traditional paper card since the launch of the pilot programme.

​The rollout is set to happen in phases. The next phase will extend the system to Perth and Adelaide before the end of 2026. In another 12 to 18 months, all international airports and seaports in Australia will be equipped with the digital passenger system. The orange arrival cards will remain operational during the transition period.

How The QR-Based Australia Travel Declaration Will Speed Up Airport Arrivals

The Australian government has allocated AUD 56.1 million over four years for the traveller modernisation programme. The QR-based cards will allow passengers to submit their personal information, Customs and biosecurity declarations online before travelling. This will reduce the time spent on lengthy manual paperwork while also giving border authorities access to passenger details before arrival, enabling them to better prepare.

The declaration needs to be completed up to 72 hours before arrival. The service can be accessed through a web-based form initially, with app integration planned later. Upon completing the form, passengers will receive a QR code that can be scanned by border officials upon arrival. This aims to support the growing international passenger volumes, improve security and speed up immigration processes.

Once passengers receive the QR code after completing the form, they can simply show it rather than have the entire form checked manually.

Combined with the new system, the already existing efficient visa processing is also enhancing the ease of travel. Australia’s visa system is 100 per cent online, with no in-person interviews, biometrics, or embassy visits. Applications can be lodged up to 6 months in advance, and tourist visas are generally valid for up to 3 years. They are issued as multiple-entry visas, with a continuous period of stay limited to 3 months per visit.
