Delhi Airport Proposes New Passenger Fees; Here's What It Means For Travellers

The proposed UDF hike at IGI Airport could impact international and domestic travelers, with peak-hour pricing and class-based differentiation under review

Passengers flying to and from Delhi’s Indira Gandhi International Airport (IGIA) may soon face higher travel costs as Delhi International Airport Limited (DIAL) has proposed a revised User Development Fee (UDF). The proposal, submitted to the Airport Economic Regulatory Authority (AERA), suggests different fees based on flight class and peak or off-peak hours.

Proposed UDF Charges

For international flights:

  • Economy class (departing passengers): Rs 810 per passenger for 2025-26 and 2026-27, dropping to Rs 430 for 2027-28 and 2028-29.

  • Business class (departing passengers): Rs 1,620 for the first two years, reducing to Rs 860 in the latter half of the control period.

  • Economy class (arriving passengers): Rs 280 per passenger for 2025-26 and 2026-27, decreasing to Rs 150 from 2027 onward.

  • Business class (arriving passengers): Rs 570 per passenger for the first two years, then Rs 300 for the last two years.

For domestic flights:

  • Departing passengers: UDF ranges from Rs 315 to Rs 610 per passenger during peak hours.

  • Arriving passengers: UDF ranges from Rs 115 to Rs 210 per passenger during peak hours.

Peak Hour Timings

Peak hours at IGIA are typically from 5:00 AM to 8:55 AM and 5:00 PM to 8:55 PM. Passengers flying during these hours may see higher UDF charges.

DIAL, which operates IGIA under a GMR-led consortium, has cited financial losses exceeding Rs 1,500 crore in the current fiscal year as a reason for the fee revision. The proposed tariffs will be discussed in an upcoming stakeholders’ meeting as part of the regulatory approval process.
