In a bid to anchor itself firmly on the global business tourism map, the Government of Maharashtra has established the Maharashtra Convention Bureau (MCB)—a dedicated agency tasked with positioning the state as a premier destination for MICE: meetings, incentives, conferences, and exhibitions.
The Bureau’s remit is expansive. It will attract large-scale international events, coordinate efficiently across stakeholders, and serve as the state’s single-window facilitator for high-profile business gatherings. Most notable, however, is the pace at which it has been brought to life.
Under the leadership of Tourism Minister Mr Shambhuraj Desai and Tourism Principal Secretary Mr Atul Patne, the Bureau progressed from conception to operational launch in just three and a half months—an astonishingly brisk timeline for the public sector. The announcement was made at IMEX Frankfurt, one of the world’s leading exhibitions for the MICE industry, signalling the seriousness of Maharashtra’s global ambitions.
Senior state officials, including Minister of State for Tourism Mr Indraneel Naik, Mr Patne (IAS), and Dr B. N. Patil, Director of the Directorate of Tourism, attended the launch—hosted on a platform deliberately chosen for its international visibility.
“Business events and MICE tourism are the future,” said Mr Desai. “With world-class infrastructure and unmatched connectivity, Maharashtra is ready to lead India’s MICE revolution.” Mumbai already boasts top-tier venues such as the JIO World Convention Centre, NESCO, and the CIDCO Exhibition Centre—all proven hosts of major global summits, trade shows, and corporate events.
But the Bureau’s scope stretches well beyond Mumbai. According to Dr Patil, the Department of Tourism is nurturing a broader MICE ecosystem across cities like Pune, Nagpur, Nashik, and Aurangabad—urban centres marked by expanding infrastructure and growing appeal among corporate organisers.
“Other cities in Maharashtra are seeing rapid growth in hotels and convention centres with world-class business event facilities,” said Dr Patil. The intent is to decentralise business tourism, stimulate regional economic activity, and distribute benefits more equitably across the state.
At its core, the Bureau will function as a promotional and facilitative agency. It will support international bids, coordinate event logistics, and streamline engagement between public authorities and private organisers. Officials are clear that the Bureau is a facilitator—not a regulator—engineered to accelerate decision-making, cut through bureaucratic delay, and provide a frictionless experience to global event planners.
“The Convention Bureau will strengthen Mumbai’s role as the ‘Gateway to India’ for international conferences and exhibitions,” said Mr Patne. “It’s a key step toward attracting global bids and positioning Maharashtra as a premier MICE destination in Asia.”
The Bureau’s creation fits into a wider strategy to deploy business tourism as an economic multiplier. The MICE segment fuels demand for hotels, transport, catering, logistics, and professional services. Maharashtra, with its mature hospitality sector and robust urban networks, is well placed to capitalise.
This move also reflects a broader redefinition of tourism policy among Indian states. Where tourism once centred on heritage and leisure, is now increasingly viewed as a vector for business enablement, global visibility, and investment promotion.
Maharashtra’s value proposition is straightforward. It already possesses the hard infrastructure: international airports, highways, convention centres, luxury hotels, and urban amenities. With MCB, it now brings the soft infrastructure: policy alignment, executive capacity, and institutional support.
Officials are betting on the ripple effects. Making Maharashtra more accessible for business events could stimulate a host of ancillary industries—from F&B and design to media production. Major conventions can generate thousands of hotel stays, inject millions into local economies, and leave a durable impression on international investors.
Timing matters too. In the aftermath of COVID-19, business travel is rebounding—but with altered expectations. Planners are seeking destinations that offer more than physical capacity: they demand dependability, agility, and streamlined coordination. Maharashtra aims to prove it can deliver all three.
“The government moved fast,” said a senior official involved in the rollout. “Once the decision was taken, everyone aligned quickly. The urgency was deliberate—we knew the opportunity window wouldn’t remain open for long.”
MICE tourism—focused on meetings, incentives, conferences, and exhibitions—is distinct from traditional tourism. While leisure travel caters to individuals or recreational groups, MICE tourism targets corporate clients, industry associations, and professional event organisers.
Its importance lies in its ability to drive substantial economic growth. These events bring in high-spending delegates, generate revenue across sectors like hospitality, transport, and food services, and create jobs in event management, tourism, and related industries. Investments in MICE infrastructure also lead to broader improvements in local facilities that benefit communities at large.
Beyond economics, MICE tourism enhances Maharashtra’s global standing. It fosters international partnerships and cultural exchange, helping position the state as a serious player in the global business tourism market. Events often include professional training and upskilling, strengthening the local talent pool. By drawing diverse groups together, MICE contributes to social cohesion and promotes Maharashtra’s cultural richness.
Hosting international events also builds long-term visibility and appeal. It helps showcase the state’s heritage and facilities, making Maharashtra a more attractive and competitive destination for future global gatherings.
The Maharashtra Convention Bureau aims to establish Maharashtra as a premier destination for large-scale and marquee events. To promote Maharashtra as a competent and credible venue destination for Meetings, Incentives, Conferences, and Exhibitions (MICE), the following objectives are outlined:
Elevate the state’s profile to attract national and international event organizers and position Maharashtra as a key hub for high-profile meetings, incentives, conferences, and exhibitions through various means, i.e. bidding, promotion, publicity, events, shows etc.
Develop and implement strategic frameworks to create infrastructure to support the expansion of the MICE industry within the state.
Support the organisation and management of significant events by promoting skill development and creating a robust ecosystem to streamline event planning and execution.
Foster connections with national and international stakeholders to boost Maharashtra’s attractiveness as a MICE destination and encourage the organization of major global events within the state.
