Travellers planning a trip to Japan later this year should take note of an important change that could affect their shopping experience. From November 1, 2026, Japan will introduce a new tax-free shopping system for international visitors.

Under the new rules, tourists will no longer receive an instant tax exemption at the time of purchase. Instead, they will have to pay the full price for eligible items and claim their tax refund before leaving Japan after completing customs checks. The update changes a system that many international travellers have been familiar with for years, making it important to understand the new process before travelling.

No More Instant Tax-Free Shopping

Until now, international visitors could simply show their passport at participating tax-free stores and have the consumption tax removed immediately while making their purchase.

From November 1, that will no longer happen. Travellers will now have to pay the full price for eligible items while shopping. The tax refund will only be processed before departure after completing the required customs procedures. This means visitors should be prepared to pay more upfront while shopping and complete an additional step before receiving their refund.

Minimum Purchase Requirement Remains

According to the Japan Tax Free Shop website, travellers must spend at least 5,000 yen (approximately INR 2,967) at the same store on the same day to qualify for a tax refund.

The purchased items must also be taken out of Japan when leaving the country. Only goods that travellers can personally carry with them when they depart are eligible for a refund under the new system.

New Rules For Food, Drinks, And Cosmetics

Another change under the new system relates to consumable items such as food, drinks, and cosmetics.

The special sealed packaging that was previously required for these products will no longer be used. However, travellers must still take these items out of Japan. If they use or consume any of these products while they are still in the country, they will not be eligible to claim a tax refund for them during customs checks before departure.

Customs Check Is Now Mandatory

To receive the tax refund, travellers must complete a customs inspection before leaving Japan. The customs verification must be completed within 90 days of purchasing the items.

At participating airports, travellers will need to complete customs verification through a designated terminal or customs inspection process before departure. Once the purchase has been verified and all conditions have been met, they can receive their tax refund.

What Happens At The Airport?

Before departure, travellers must scan their passport at a tax-free terminal.

The system will then indicate whether a customs inspection is required.

If travellers receive a green result, their customs process is complete, and no further inspection is needed.

If they receive a red result, they must present their tax-free purchases to customs officials, who will inspect the items before the refund is processed.

Online Verification Also Available At Major Airports

Travellers departing from major airports including Narita, Haneda, Kansai, Chubu, Fukuoka, New Chitose, and Naha can also complete the customs verification process online through Visit Japan Web before passing through airport security.

Dedicated Wi-Fi will be available in the international departure area to help travellers complete the process.

With the new system coming into effect from November 1, visitors travelling to Japan should be prepared for an extra step before departure if they plan to shop tax-free.
