Beyond Beaches: Goa’s Bold Shift To Sustainable, Regenerative Travel

Goa is redefining its tourism narrative with a regenerative model that goes beyond beaches. Led by Goa Tourism Minister Rohan Khaunte, the state’s new vision focuses on sustainable growth, local empowerment, and meaningful travel experiences

Goa, long celebrated as India’s favourite beach getaway, is rewriting its tourism narrative. The land of Susegad is stepping into a new era—one that goes beyond beaches and embraces responsible and meaningful travel.

At a Meet & Greet in New Delhi on October 9, 2025, Rohan A. Khaunte, Hon’ble Minister for Tourism, IT, E&C, and Printing & Stationery, Government of Goa, unveiled the state’s renewed vision for tourism—a regenerative, inclusive, and experience-driven model that mirrors the national vision of Viksit Bharat @2047.

"Goa is no longer just a holiday; it is India’s model for responsible tourism built on People, Environment, and Economy," said Khaunte. "Every visit should leave Goa better than before. We are consciously moving from mass tourism to meaningful tourism, creating livelihoods and preserving Goa’s identity."

Adding to this, the Director of Tourism, Shri Kedar Naik, stated, "The focus is on ensuring tourism-led growth benefits every Goan, from local artisans and farmers to homestay owners and transport providers. Regenerative tourism means that the destination thrives along with its people. Investments in infrastructure, technology, and cultural preservation are being made to make Goa not just attractive but sustainable for future generations."

From Sun, Sand, And Sea To Culture, Community, And Conservation

Goa’s tourism model is evolving from one defined by leisure to one rooted in legacy. The state’s focus now lies in experiences that connect travellers to Goa’s cultural depth, ecological wealth, and community resilience.

While 10.41 million visitors arrived in 2024 and 5.46 million in the first half of 2025—an 8 per cent year-on-year rise—Goa’s emphasis is now on impact, not influx. The state is encouraging longer stays, higher local spending, and deeper cultural engagement. Khaunte emphasised that Goa is consciously moving from mass tourism to meaningful tourism, creating livelihoods while preserving the state’s natural and cultural identity.

Four Flagship Projects Redefine The Goan Experience

Goa’s transformation is visible in four major projects inaugurated this month by Union Home Minister Amit Shah, alongside CM Dr. Pramod Sawant and Tourism Minister Rohan A. Khaunte—each reflecting a different facet of regenerative tourism:

  • Town Square Porvorim – An urban leisure hub blending Goan architecture with contemporary energy.  

  • PM Ekta Mall – Showcasing One District One Product crafts and empowering local artisans.  

  • Chhatrapati Shivaji Maharaj Digital Museum – Marrying heritage with immersive technology.  

  • Harvalem Eco-Tourism Project – Weaving faith, nature, and culture in the state’s hinterland.

“These projects embody the spirit of Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas,” said Khaunte, while acknowledging the guidance of Union Ministers Gajendra Singh Shekhawat and Ashwini Vaishnaw.

Expanding Global Connectivity

Goa’s expanding global network is opening new gateways for Indian tourism. Charter flights from Novosibirsk, Yekaterinburg, and Moscow are already operational, with Kazakhstan services set to begin on October 25.

With Aeroflot now operating up to nine weekly flights, Goa is emerging as a vital bridge between Bharat and the world, reinforcing its role as a destination shaped by cultural connection and exchange.

Empowering Women And Youth

Empowerment lies at the heart of Goa’s tourism renewal. The Homestay and Bed & Breakfast Scheme offer INR 2 lakh grants for women-led ventures in the hinterland, promoting local entrepreneurship.

Yuva Tourism Clubs across schools and colleges are instilling responsible travel habits among young Goans, while initiatives like the Drone Tourism Policy and INR 2.5 million Tourist Safety Insurance signal innovation with accountability. 

“The spirit of Nari Shakti se Rashtra Shakti and Yuva Shakti se Viksit Bharat defines our transformation,” Khaunte noted.

Celebrating Goa’s Cultural Calendar

From age-old traditions to modern festivals, Goa’s cultural fabric remains as vibrant as ever. The state’s calendar is dotted with events that celebrate its diversity—from Shigmo, Chikal Kalo, and the Feast of St Francis Xavier to contemporary draws like the Purple Fest, IRONMAN 70.3 Goa, IFFI, and the Serendipity Arts Festival.

Each celebration reinforces Goa’s identity as a destination where heritage and modernity coexist — joyfully, authentically, and inclusively.

“Goa’s story is India’s story,” Khaunte concluded. “Where tradition meets technology and nature meets nurture. As India looks ahead, Goa is ready to lead the way.”
